In 1109AR, The King of Mushakan sent a letter to the current King of East Blue, Carlos VII to ask that they would send shipments of grain to the nation of Mushakan to help their people survive the next year. This is the letter:
"Holy King of East Blue, Carlos VII, I am bowing to you to plead for your assistance in our nation's survival. We have lost 2,000 people to starvation, and we hope that none will suffer anymore with your generosity. We have already sent letters to all of the other nations in the Magna Sea but none have accepted because of our proceeded hostilities. While we don't want to be involved with the politics of the world, we will open our gates to your people and will allow trade between our two nations as a form of gratitude for your act of humanity. May the seas guide us to salvation and friendship! -Covarkʻa Mushegh V"
When Carlos read the letter, he called his ministers to see how to respond. Most agreed that the right thing to do was to supply them with grain and possibly get a new trade partner in the Magna Sea. One of the Ministers, Marco Biescas, objected to this, stating "Why help these religious fanatics that worship a murderous beast? We should let them starve!"
But another minister countered with, "What if we were in that position? Wouldn't we want to be helped? It would be inhumane to not help our fellow brothers."
With a vote of 16-1 in the Chamber of Ministers of East Blue, the Royal Eastibluian Navy prepared the ships to sail to the island of Hin, where the capital of Mushakan was located.
Carlos wrote a letter back to the Covarkʻa of Mushakan, stating:
"Holy Covarkʻa, My Ministers have voted 16-1 in favor of supplying your people the grains and supplies to help them survive another year. We also would like to trade regularly so this doesn't happen again. I believe this would be the start of a powerful friendship. I hope our people will work together in these strange times and grow closer while doing so. May the Sā́dhṛmayr bless your people! -Holy King Carlos VII"
