Excerpt from The Treaties of the Counts, Chapter 18, The Rules of Magic
"On this date of November 17th 1684, and with the presence of Her Sun-Kissed Majesty, The Enduring Highness and Radiant Ruler the Duchess of Ambers, as well as all of her esteemed Counts and Marquises, and the presence of the Most Holy and Shiny Order of the Sun-Blinded Monks, that we will establish the rules and regulations derived from the matter of magical prowess and it's uses in the glorification of the Sun Lord and Her Enduring Majesty, long may she reign.
Recognizing that magic can only come as a gift from the Sun Lord himself for his worship and glory, it has been determined by the present counsil, and with no opposition, mainly by the will of her Radiant Majesty, that the uses of magic shall be in benefit of the profit of no particular individual, but will be put to the service of all of Clathermont and her Majesty. Individuals of lower standing capable of magic will be inmediately drafted into the Order of Englihtened Priests and be put in service off Her Eternal Highness. Individual counts or marquises may request the use of one such individual for private enterprises by directly addressing the Order and only with explicit approval from Her Radiant Excellency, the Duchess of Ambers. Such request may be done following the protocols of the 1659 Edict on Royal Requisitions of Solar-Crown Administered resources.
Hereby declared by Her Enduring Majesty, the Duchess of Ambers, Radiant Ruler of Clathermont and Protected Territories Through the Enlightenment of the Sun Lord, and Scribed by his Ink-Stained Lordship, the Count of Verses.
