With Rais XI ascending the throne only a year ago, trouble has already started brewing. A group of villages in the Guhia Peninsula, the northern point of Solavis, had suffered at the hands of their greedy overlord, Count Marcellus Gaifus of Guhia. It is said that all crops were to be sent to the Count's palace to be able to distribute to other of his lands, however, it is now believed he is stockpiling the food inorder to have parties and invite other guests to show the wealth of the County. However, the countryside is anything but wealthy. Many livestock have died due to lack of food and the food that is produced has been taken away. There is some reports of the villagers hiding some of the crops in order to be able to eat. Now, a village elder from the village Ratvit, has come to represent the villages in the struggle.
Ratvit Elder: "Your Highness, I am Village Elder Albanius, and I wish to plead my case to you in our dire circumstance."
Rais XI: "Yes, Village Elder, please do so. I would like to know why reports of famine had come to the area via the Royal Food Bureau. I heard that your overlord, Count Marcellus Gaifus had been taking your crops to distribute to other parts of his lands. Is that the case?"
Elder Albanius: "My Highness, I do not know what the Count's intentions were for the food. For centuries, our villages have traded with eachother without going through the overlord of the region. It was a surprising edict a year ago but now, we are struggling to put food on the table."
Rais XI: "And what about the animals, are you able to feed them?"
Elder Albanius: "No, your Highness, our livestock have starved due to lack of food, with only a few amount still alive because of our limited about of food still available!"
Rais thinks for a second and starts to wonder what has happened, soon, Albanius brings Rais back to reality
Elder Albanius: "Your Highness, I do hope that this situation is only temporary and not permanent as we do not know how long until our people can't even survive on just the food we have hidden."
Rais XI: "I will have to discuss this with my advisors but please stay here until I come up with a solution to this. Please, rest and why guards will watch over to make sure everything is okay."
Elder Albanius: Oh thank you Your Highness, I can wait as long as it takes! Celestial speed sire!"
Rais gets up and heads to a room on the right side of the wall and his advisors closely follow behind.

As the group of advisors and Rais XI sit in the room, they discuss what avenues they ought to pursue in this endeavor. What choices they are to make and what to do with the corrupted Count Marcellus. They talked for over half hour when finally, one advisor raised a point.

Frialis the Advisor: What if we remove Count Marcellus and place the Elder in charge of the County? Surely this will have a good standing within the community as they personally know who is ruling them and how they rule! This will help more productivity and also lower tensions within the region.
Greotis the Advisor: I counter this argument as this Elder has not learned or been taught any states craft and only knows how to handle local matter regarding to his area, not the whole Peninsular County. This would be a foolish attempt and would only cause the region to become poorer and less productive.....what's to say this Elder Albanius won't be as corrupt as Count Marcellus?
Frialis the Advisor: I believe you don't know that Elder Albanius is Elder of the largest settlement, Ratvit, on the whole peninsula? If anyone would be good for the job, it would be him....we don't need more corrupt bureaucrats, we need local leaders to run things and make them into efficient bureaucrat. I know half of the people in this room don't have a bureaucratic family tree and most are first in their families to reach a position such as this. We need new blood, not the same old blood, as old blood doesn't function as good as a new fresh blood.
Hadrion the Advisor: I second Advisor Frialis, we must bring in new people and end the line of corruption that has plagued our government for so long. New blood means better efficiency and less interest-led decisions.
Greotis the Advisor: But old blood knows the way around the body, it knows what to do and how to handle it. With new people comes dangers that they might not know how to handle. What if something bad happens, then what Advisor Frialis??
Frialis the Advisor: Well, if that's the case then we will have old blood advisors to help the new Count and lead them better. But sometimes, old blood can only do so much until new blood takes over. We must install Elder Albanius as Count of Guhia!

For another 1hr and 30min, the advisors discussed and the result was reached by the King

Rais XI: I agree with Advisor Frialis, and that we should give the County to Elder Albanius and make him the new Count of Guhia. This shall hopefully prove worthwhile or our experiment will fail.
Frialis the Advisor: Thank you your Majesty!
