The Magocratic Affairs of the High Queendom of Sparkalia, as led by the Chancellor @merethin is the foreign affairs extension of the High Queendom charged with communicating diplomatic communiques and coordinating positive cooperation between Sparkalia and her allies and partners.
Establishing Relations
Foreign Affairs requires that future diplomatic missions and their staff are processed in order to preserve the relations between the Queendom and her partners. Prerequisites exist in order to be considered. Those which do not meet all of them, unless under a convincing argument to the Steward and upon approval of the High Queen, will be immediately denied and dependent on circumstances may not be considered regardless of eligibility again at minimum for 90 days.
Basic Prerequisites for all
- The region is not a fascist or a fascist sympathetic region.
- The region is not hate based or a hate sympathetic region.
- The region is one with activity in it.
- The region is not an embassy collector region with no actual substantive foreign policy.
Establishing a Consulate
Regions that meet the basic prerequisites of Hecq's diplomatic policy are able to apply for a consulate to begin establishing relations between Hecq and their region. It is the current view of the Court that a first step to establishing these relations is to be done through the establishment of a Consulate with fewer requirements than that of an embassy which is both on and off site as seen below. Regions that wish to establish a channel for diplomacy as a neutral entity to Sparkalia but no further ties may also request a forum consulate. None of these requirements may be waived.
Initial Requirements
- The region is not an enemy of Sparkalia
- The region has expressed interest in cooperating with Sparkalia present or in the future.
On-going requirements
- Diplomatic reassignment upon vacancy is to be done within 21 days. Interim appointments permitted.
Exchanging Formal Embassies
Regions with long established consulates or with great mutual interests may request to formal exchange of embassies and ambassadors with Hecq. The exchange of embassies extends not only to off-site forums, where applicable, but on-site as well for the wider NationStates community to be aware of the formal ties between Sparkalia and her allies. These requirements can be bypassed In the last section.
Initial Requirements
- At minimum established a forum consulate with Sparkalia for 60 days.
- The region does not sympathize or court enemies of Sparkalia.
- The region has, at time of application, no fewer than 15 World Assembly members.
On-going requirements
- Diplomatic reassignment upon vacancy is to be done within 7 days. Interim appointments permitted.
Bypass Exceptions
- The region ascribes to Raider Unity/Declared Raider region.
- The region is a member of an inter-regional treaty organization that Sparkalia is a party of.
