The Chancery of Magocratic Affairs is the foreign affairs extension of the High Queendom of Sparkalia, charged with delivering diplomatic communiques to and coordinating positive cooperation with Sparkalia's partners and allies. It is led by the Chancellor, or the High Queen if the position of Chancellor is vacant.

Basic Prerequisites
The following outlines the basic prerequisites a region must fulfill in order to be considered. Diplomatic communications or requests of any kind from a region that does not meet these requirements will be immediately rejected and ignored without further consideration.
- The region is not fascist or fascist sympathetic.
- The region is not hate based or sympathetic to hate or hateful individuals.
- The region is one with activity in it.
- The region is not an embassy collector region and has actual substantive foreign policy.
Establishing Relations
Sparkalia maintains a two tier system of diplomatic relations, with consulates being the entry tier which may progress to embassies. All relations guarantee immediate non-aggression from the Queendom and her army. Requests to establish relations may be directed to any member of the Chancery's Staff.
Consulates
Consulates are a first step in establishing relations. Consulate regions are viewed as neutral entities with an interest in establishing diplomacy with the Queendom. Consulate regions do not receive on-site embassies, however they do still receive an ambassador and a forum thread in the Diplomatic Quarter for providing foreign updates. Regions which have had an established consulate for a period of time may upgrade their consulate to a full embassy, however there is no obligation to do so for regions which wish to remain formally neutral.
In addition to the basic prerequisites for diplomacy, the minimum requirements for opening and maintaining a consulate with Sparkalia are as listed bellow.
- The region is not an enemy of or engaged in hostilities against Sparkalia.
- The region has interest in cooperating with Sparkalia present or in the future.
- The region has an active foreign affairs department and will assign an ambassador to Sparkalia within 21 days of vacancy.
Note it is the view of the Queendom that liberations against regions under Sparkalian occupation are a form of hostility against the Queendom.
Formal Embassies
Regions with established consulates and great mutual interest may request to formally exchange embassies and become full allies. Sparkalia uses on-site embassies to make the wider NationStates community aware of the formal ties between the Queedom and her allies. The general requirements for embassies are outlined bellow, though they can be bypassed in certain cases, at the discretion of the Chancellor and with approval from the High Queen.
Requirements
- The region has had an established consulate with Sparkalia for at least 60 days.
- The region does not sympathize with or court enemies of Sparkalia.
- The region has, at time of application, no fewer than 15 World Assembly members (including members on external military deployment).
- The region has an active foreign affairs department and will assign an ambassador to Sparkalia within 7 days of vacancy.
Bypass Conditions
- The region ascribes to Raider Unity.
- The region is party to an inter-regional treaty or organization which Sparkalia is also party to.
- The region makes a compelling case to be exempted from certain requirements, as subject to Chancellor's approval.
Treaties
Regions with formal embassies are already considered full allies of Sparkalia and are protected by non-aggression, which is sufficient in a majority of cases. However, the Queendom acknowledges there may also be cases where there needs to be specific agreements made with regards to certain situations. This is particularly the case if regions want to extend non-aggression to third party regions on their behalf, or wish for a mutual defense arrangement. There are no formal prerequisites (beyond the basics) for requesting a treaty as their varied nature means each one is reviewed on a case by case basis and likely to be subject to extensive negotiation.
