DOCUMENT OVERVIEW; EYES OF THE INTERM PRIME DIRECTOR AND THE NATIONAL SECURITY COUNCIL ONLY
SITUATION OVERIVIEW AS WRITTEN BY THE DIRECTOR OF THE MCDU:
Blue Rose Palace: Approximately 12 days ago, the annual delegates dinner was hit by a Mass shooting by a Female Elf, originating from the Acsus region (See Appendix 12 for Full Phycological Breakdown). Forensics suggest, along with camera recordings as shown in Appendix 34, that her, along with her male accomplice ran into a storage room on the 3FWW, in which the male ripped the camera from the wall and what exactly happened in the closet is still unknown, though it is suspected they were formulating a plan or had an argument. As the male left unarmed and in a different direction as the female. 30 seconds after him fleeing and reinforcing MSS units breaching through the building, she breaks through the door and begins to open fire on the MSS units, pushing through the halls, then reaching the main hall, to which i assume we all remember what happened next to which no further explanation is needed.
Approximately 17 hours afterwards, after the press somehow gained access to the Massacre spite all participants of the dinner being placed under detainment due to us not knowing who was involved with who, or where the male went, but the news got their hands on it anyways. Two groups known as the Golden Path, once a political party turned terrorist organization, to which the remaining Secretary general of Political Affairs to the Assembly promptly suspended and outlawed them, and the Herwan Liberation Union, a fringe communist group who has been the largest leftist vocal point for criticism against Herwa not affiliated with the HSP, turned radical after the Run offs for the presidential campaign after their leader and presidential candidate didn't make it to the second round of voting.
Both groups simultaneously, though we believe coincidentally, launched attacks on Herwan Infrastructure, The Golden Path launching attacks 3 hours prior to HLU. Golden Path target Economics Infrastructure, banks, warehouses, customs offices, regular offices, and an attack to the HCC to which it was thankful repelled by our security forces, though at extreme casualties. The situation very quickly deteriorated as the Security Forces and Military Forces quickly got overwhelmed at their insurgency tactics. The HLU on the other hand lead very successful attacks on military, and diplomatic infrastructure. While we have lost the Herwan Central Command Building we are currently planning assaults to recapture, as they have not captured the Central Command District.
As it stands, (view Appendix 12.B for the Battle Map) The Golden Path holds about 27% of the herwan region, the HLU controlling 30% and we hold the rest, though both insurgent forces control extremely important infrastructure, and we hold 95% of non critical infrastructure as well as the railways. As it stands they haven't tried to advance outside the herwan region, then again we maintain control of the outer regions, so as it stands they are still contained in central Herwa.
Some extra information that's extremely critical, the HLU has been confirmed to have snuck operatives out of herwa, we suspect they are seeking external aid, possibly from the Internationale. While i assume the Internationale has enough brains to not be dumb enough actually aid them on account of the fact they are terrorist. We have an arrest warrant for them, dead or alive of course. And the Golden path, my operatives are still looking into it, but investigations are showing a group of corporations are actually funding the group, with both money and arms. We are sure beyond a doubt that they ARE NOT the five herwan PMC groups, as our contacts stated they have no such contracts, though this isn't concrete. Also its confirmed that they are hiring criminal groups Foreign and internal to sabotage the external regions. Main worry being the Kingsmen Syndicate, which after talks went down the drain, have activly, and very publicly supported the Golden Path, which erupted attacks and kidnappings. With the authority you gave the MCDU we are sending agents to eradicate them as well any other upstarts thinking they wanna use this to take over the Kingsmen Syndicate.
